In February 2013, the USAID | DELIVER PROJECT, in collaboration with the Ghana Ministry of Health (MOH) and the Ghana Health Service (GHS), conducted a warehousing and distribution assessment. Facilities in this assessment included the Central Medical Store (CMS), 10 regional medical stores (RMS), and three Teaching Hospital Medical Stores (THMS). During several weeks, the assessment teams visited these facilities and applied a set of standard survey tools :
- a management tool analyzing the overall management of the stores and the information systems supporting inventory control and warehousing activities;
- a warehousing tool covering operations, capacity, inventory management, storage conditions, human resources, cold chain, and power supply;
- a transport tool assessing basic transport design, current fleets, maintenance practices, transport policy, delivery operations, transport management, operating budgets, third-party service providers, and HR for operations;
- a quantitative tool (spreadsheet) capturing throughput quantities, normal sources of supply, frequency of resupply, and packaged cubic volume for each product handled by each facility.
